Worlds Top 10 Airlines

The World Airline Awards are based on the annual World Airline Survey by Skytrax - carried out between August 2007 and June 2008.

Singapore Airlines has been ranked as the world's best airline for the 3rd time in a decade. The awards are given every year by the Skytrax, which conducts a world airline survey. Singapore Airlines also bagged the award for offering the 'Best Business Class'. Singapore Airlines took off with three flights per week in the beginning. Today, their network spans across 103 destinations in 41 countries. Singapore Airlines was ranked 17th in 'Fortune's World's Most Admired Companies' rankings in 2007. The airline is known the world over for its innovation, safety and service excellence and profitability. The airline boasts of excellent inflight telecommunication, entertainment services and luxurious amenities that make flying a memorable experience. The airline started its services on 1 May 1947. Singapore Airlines is also the first airline to fly the world's largest aircraft, the A380. The average age of the passenger fleet is about 6 years. Chew Choon Sen is the company's CEO.

Cathay Pacific is ranked 2nd best airline in the world. It also bagged the award for the world's 'Best First Class', for their new onboard 1st Class product and service concept. Hong Kong?s largest airline, Cathay offers passenger and cargo services to 120 destinations worldwide. Cathay Pacific is one of only six airlines worldwide to carry a five-star rating from Skytrax. Cathay Pacific Airways was founded in Hong Kong on 24 September 1946 by former air force pilots Roy Farrell and Australian Sydney de Kantzow. The Cathay Pacific Group, including Dragonair and Air Hong Kong, now operates more than 150 aircraft to 130 destinations across the world. Qantas is the third best airline in the world. It also bagged an award for the 'Best First Class Lounge'. Qantas was founded in the Queensland outback in 1920. The airline has a reputation for excellence in safety, operational reliability, engineering and maintenance, and customer service. Qantas is known as the world's leading long distance airline and one of the strongest brands in Australia. Its global route network covers more than 675 destinations in more than 130 countries. Geoff Dixon is the CEO.

Thai Airways ranks fourth in the list of top 10 airlines. It also bagged the 4th place for the best cabin staff. Thai Airways International was founded in 1960 as a joint venture between Thailand's domestic carrier, Thai Airways Company (TAC) and Scandinavian Airlines System (SAS). On April 1, 1977, after a 17-year partnership with SAS, the Thai government bought out SAS' remaining 15% holding and Thai became fully owned by the Thai govt. Thai flies to 74 destinations in 34 countries on four continents. It has a fleet size of 88 aircraft. Chaisawasd Kittipornpaiboon is the Chairman of Thai Airways.

Asiana Airlines from South Korea is the 5th best airline in the world. It also won an award for world's 'Best Cabin Staff' and award for 'Best Economy Class'. Asiana Airlines is known to offer one of the best services onboard. Formerly known as Seoul Airlines, Asiana flies to 12 domestic destinations and 73 international destinations in 17 countries worldwide. Asiana's headquarters and overseas hub is located at Incheon International Airport (near Seoul) and its domestic hub is at Gimpo International Airport. It has a fleet of 65 aircraft. Asiana was established on 17 February 1988 and started operations in December 1988 with flights to Busan. Asiana was awarded a 5-star rating by Skytrax. Kang Chu-Ahn is the CEO of the company.

Malaysia Airlines is ranked the 6th best airline in the world. The flag carrier of Malaysia, it operates flights from the Kuala Lumpur International Airport, and its secondary hub in Kota Kinabalu. Malaysia Airlines maintains a strong presence in Southeast Asia, East Asia, South Asia, Middle East and on the Kangaroo route between Europe and Australasia. Malaysia Airlines has started its operations in 1987 after the airline changed its name from Malaysian Airline System. It was founded on 1947 by Malayan Airways. It started flying operations in 1947. In 1963, the airline was renamed Malaysian Airways Limited. Idris Jala is the managing director CEO of the airline. It is one of the six airlines to be given a 5-star status airline by Skytrax.

Qatar Airways, a 5-star airline is ranked No.7 in the world. It also bagged the award for ?Best Airline? and 'Best Cabin Staff' for the Middle East region and 'Best Business Class Catering' category. Qatar has seen an average growth of 35 per cent year-on-year for the past 10 years. The airline is known for high quality services. Akbar Al Baker is the CEO. It has a fleet size of 65 aircraft flying to over 80 international destinations.

Air New Zealand is the 8th best airline in the world. It offers passenger and cargo transport services within New Zealand, Australia, the South West Pacific, Asia, North America and the United Kingdom. Its main hub is Auckland Airport in New Zealand. Air New Zealand began as TEAL (Tasman Empire Airways Limited) in 1940. Today, it has a fleet of 60 aircraft. The airline has gained reputation for innovative and outstanding passenger services at a fair price. Rob Fyfe is the CEO of the company.

Air Emirates is ranked as the 9th best airline in the world. It is the eighth-largest airline in the world in terms of international passengers carried. It ranks amongst the top 10 carriers worldwide in terms of revenue, and has become the largest airline in the Middle East in terms of revenue, fleet size, and passengers carried and the eighth largest airline in Asia, in terms of passengers carried. The airline operates over 3,710 passenger flights per week, to 91 destinations in 55 countries. During 2007-08, Emirates carried 21.2 million passengers. The airline was established on 25 May 1985 by the Dubai government and was supported by the founder of the German airline Germania, Hinrich Bischoff, in its initial years.

Etihad Airways jumps into the top ten league for the first time. Etihad Airways was set up as the National Airline of the United Arab Emirates in July 2003 by a Royal decree issued by Sheikh Khalifa bin Zayed Al Nahyan, then the Crown Prince of Abu Dhabi. Dr Sheikh Ahmed bin Saif Al Nahyan was appointed Chairman of the airline. The Abu Dhabi based Etihad Airways is expanding services at a fast pace. On November 12, 2003, the airline started commercial operations with the launch of a service to Beirut. Soon the company started adding one new route a month. By June 2006, it started flying to over 30 destinations. By 2010, the company plans to fly to 70 destinations. Etihad was the first to launch a direct flight from the UAE to Geneva (June 2004), Brussels and Toronto (October 2005) and first-ever non-stop flight from Abu Dhabi to Johannesburg.

Liver damage.....don't always sleep late !!!

Good rest and sound sleep is veryImportant... if u don't sleep well,The toxic in your body will accumulate.. Affecting your health and your mood...

The main causes of liver damage are:

1. Sleeping too late and waking up too late are the main cause.

2. Not urinating in the morning.

3. Too much eating.

4. Skipping breakfast.

5. Consuming too much medication.

6. Consuming too much preservatives, additives, food coloring, and artificial sweetener.

7. Consuming unhealthy cooking oil. As much as possible reduce cooking oil use when frying, which includes even the best cooking oils like olive oil. Do not consume fried foods when you are tired, except if the body is very fit.

8. Consuming overly done foods also add to the burden of liver. Veggies should be eaten raw or cooked 3-5 parts. Fried veggies should be finished in one sitting, do not store.

We just have to adopt a good daily lifestyle and eating habits. Maintaining good eating habits and time condition are very important for our body to absorb and get rid of unnecessary chemicals according to 'schedule.'

Because: Evening at 9 - 11pm : is the time for eliminating unnecessary/ toxic chemicals (de-toxification) from the antibody system (lymph nodes). This time duration should be spent by relaxing or listening to music. If during this time a housewife is still in an unrelaxed state such as washing the dishes or monitoring children doing their homework, this will have a negative impact on her health.

Evening at 11pm - 1am : The de-toxification process in the liver, and ideally should be done in a deep sleep state. Early morning 1 - 3am : de-toxification process in the gall, also ideally done in a deep sleep state.

Early morning 3 - 5am : de-toxification in the lungs. Therefore there will sometimes be a severe cough for cough sufferers during this time. Since the de-toxification process had reached the respiratory tract, there is no need to take cough medicine so as not to interfere with toxin removal process.

Morning 5 - 7am : de-toxification in the colon, you should empty your bowel.

Morning 7 - 9am : Absorption of nutrients in the small intestine, you should be having breakfast at this time. Breakfast should be earlier, before 6:30am, for those who are sick. Breakfast before 7:30am is very beneficial to those wanting to stay fit. Those who always skip breakfast, they should change their habits, and it is still better to eat breakfast late until 9 -10am rather than no meal at all. Sleeping so late and waking up too late will disrupt the process of removing unnecessary chemicals. Aside from that, midnight to 4am is the time when the bone marrow produces blood.

Sub-Prime Crisis - A Simple Primer

What is a sub-prime loan?

In the US, borrowers are rated either as ‘prime’ - indicating that they have a good credit rating based on their track record - or as ‘sub-prime’, meaning their track record in repaying loans has been below par. Loans given to sub-prime borrowers, something banks would normally be reluctant to do, are categorized as sub-prime loans. Typically, it is the poor and the young who form the bulk of sub-prime borrowers.

Why loans were given?

In roughly five years leading up to 2007, many banks started giving loans to sub-prime borrowers, typically through subsidiaries. They did so because they believed that the real estate boom, which had more than doubled home prices in the US since 1997, would allow even people with dodgy credit backgrounds to repay on the loans they were taking to buy or build homes. Government also encouraged lenders to lend to sub-prime borrowers, arguing that this would help even the poor and young to buy houses.With stock markets booming and the system flush with liquidity, many big fund investors like hedge funds and mutual funds saw sub-prime loan portfolios as attractive investment opportunities. Hence, they bought such portfolios from the original lenders. This in turn meant the lenders had fresh funds to lend. The sub prime loan market thus became a fast growing segment.

What was the interest rate on sub-prime loans?

Since the risk of default on such loans was higher, the interest rate charged on sub-prime loans was typically about two percentage points higher than the interest on prime loans. This, of course, only added to the risk of sub-prime borrowers defaulting. The repayment capacity of sub-prime borrowers was in any case doubtful. The higher interest rate additionally meant substantially higher EMIs than for prime borrowers, further raising the risk of default.Further, lenders devised new instruments to reach out to more sub-prime borrowers. Being flush with funds they were willing to compromise on prudential norms. In one of the instruments they devised , they asked the borrowers to pay only the interest portion to begin with. The repayment of the principal portion was to start after two years.

How did this turn into a crisis?

The housing boom in the US started petering out in 2007. One major reason was that the boom had led to a massive increase in the supply of housing. Thus house prices started falling. This increased the default rate among subprime borrowers, many of whom were no longer able or willing to pay through their nose to buy a house that was declining in value.Since in home loans in the US, the collateral is typically the home being bought, this increased the supply of houses for sale while lowering the demand, thereby lowering prices even further and setting off a vicious cycle. That this coincided with a slowdown in the US economy only made matters worse. Estimates are that US housing prices have dropped by almost 50% from their peak in 2006 in some cases. The declining value of the collateral means that lenders are left with less than the value of their loans and hence have to book losses.

How did this become a systemic crisis?


One major reason is that the original lenders had further sold their portfolios to other players in the market. There were also complex derivatives developed based on the loan portfolios, which were also sold to other players, some of whom then sold it on further and so on.As a result, nobody is absolutely sure what the size of the losses will be when the dust ultimately settles down. Nobody is also very sure exactly who will take how much of a hit. It is also important to realize that the crisis has not affected only reckless lenders. For instance, Freddie Mac and Fannie Mae, which owned or guaranteed more than half of the roughly $12 trillion outstanding in home mortgages in the US, were widely perceived as being more prudent than most in their lending practices. However, the housing bust meant that they too had to suffer losses — $14 billion combined in the last four quarters - because of declining prices for their collateral and increased default rates.The forced retreat of these two mortgage giants from the market, of course, only adds to every other player’s woes.

What has been the impact of the crisis?

Global banks and brokerages have had to write off an estimated $512 billion in sub-prime losses so far, with the largest hits taken by Citigroup ($55.1 bn) and Merrill Lynch ($52.2 bn). A little more than half of these losses, or $260 bn, have been suffered by US-based firms, $227 billion by European firms and a relatively modest $24 bn by Asian ones. Despite efforts by the US Federal Reserve to offer some financial assistance to the beleaguered financial sector, it has led to the collapse of Bear Sterns, one of the world’s largest investment banks and securities trading firm. Bear Sterns was bought out by JP Morgan Chase with some help from the Fed.The crisis has also seen Lehman Brothers - the fourth largest investment bank in the US - file for bankruptcy. Merrill Lynch has been bought out by Bank of America. Freddie Mac and Fannie Mae have effectively been nationalized to prevent them from going under.Reports suggest that insurance major AIG (American Insurance Group) is also under severe pressure and has asked for a $40 bn bridge loan to tide over the crisis. If AIG also collapses, that would really test the entire financial sector.

How is the rest of the world affected?

Apart from the fact that banks based in other parts of the world also suffered losses from the subprime market, there are two major ways in which the effect is felt across the globe. First, the US is the biggest borrower in the world since most countries hold their foreign exchange reserves in dollars and invest them in US securities.Thus, any crisis in the US has a direct bearing on other countries, particularly those with large reserves like Japan, China and - to a lesser extent - India. Also, since global equity markets are closely interlinked through institutional investors, any crisis affecting these investors sees a contagion effect throughout the world.

Stress Management: Stress Reduction Tips

Research tells us the following practices create health in our mind-body connection.

1. BREATHE: This is the foundation to de-stress and heal. We usually take shallow breaths, especially when they are stressed or ill. This starves the body and brain of oxygen which directly affects our immune system and our cardiopulmonary system. When we are tired we might respond to someone in a negative way and later feel sorry for our words. Develop the practice of taking several deep diaphragmatic breaths before you answer someone in a tense moment. The breath clears the mind, body and soul. In the moments you want to react with a hostile comment that may cause anger, breathing creates space for you to make a decision before you react. Pick certain times during the day to practice taking a few deep cleansing breaths such as; a stop sign, before you answer the telephone, before you exit your car at work or home or before a your meals. An object can help you remember to focus on your intention.

2. DIAPHRAGMATIC BREATHING: Begin by putting your shoulders back, straightening your spine and lifting your chin up. If possible, breathe deeply through your nose into your lungs. Concentrate on filling your lower lungs with that glorious oxygen. As you fill your lungs slowly your belly should stick out and pull away from your spine. Hold those filled lungs a moment, belly out, and slowly release the breath through the mouth. Feel the exquisite energy, focus and joy in your body, mind and soul. Imagine you are breathing in what you need; power, forgiveness, love or light. Exhale what you choose to release; anger, fear, confusion, grief or sadness.

3. QUIET TIME: MEDITATION- THE RELAXATION RESPONSE-CENTERING PRAYER: We have great science about the health benefits of getting our mind, body and soul quiet. The practice of silence is referred to different names in different cultures and religions; meditation (Eastern roots), the relaxation response (medical roots) or centering prayer (Christian roots).

1) Find a quiet place,

2) Relax, get comfortable,

3) Focus on a 1-5 word relaxing phrase you like and repeat it over and over again, or surrender into the silence,

4) Take deep diaphragmatic breaths, in and out, in and out. You may want to set a timer in the beginning for 10 minutes. This keeps you from worrying what time it is. You can just relax and the timer will let you know. Eventually you may want to increase your quiet time. This practice sends healing hormones into your body for relaxation and health.

4. DISCOVER A MINI: When you are waiting in a long line at a store, in a car in heavy traffic or on hold on your telephone, use this as an opportunity for a mini. A mini is a 1-3 minute short meditation. Take a moment, if you are able, close your eyes (not in traffic), or focus your eyes on something, take several deep diaphragmatic breaths, and repeat a 1-5 word affirmation with each deep breath. I like to say, "Keep letting go…" After just a minute or two you feel like a new person with a new sense of energy and clarity. Many tense moments are caused by simple exhaustion and this mini gives you immediate centeredness.

5. GUIDED IMAGERY: Is a great tool for stress reduction and your health. We use the power of your mind to create the mind-body connection. Guided imagery works exceptionally well to relieve the stress associated with illness such as heart disease, cancer, insomnia, obesity, hypertension, anxiety and depression. When the mind is quiet it opens to suggestions, relaxes and healing takes place. This practice has an effect on blood pressure, heart rate, body temperature and neurochemicals released into the body. Guided imagery helps focus your thoughts and images. Guided imagery can be practiced with a therapist, trained professional or alone with a CD or tape. There are various guided imagery tapes that focus on many diseases such as cancer, heart disease, depression, weight loss, insomnia, anger and many more. To practice guided imagery; go to a quiet place, relax and get comfortable and turn on your CD or tape and listen. It is that easy and wonderful. Research tells us guided imagery:- Reduces stress- Decreases blood pressure- Increases sleep- Decreases pain- Increases wound healing

6. BEADS: It’s great to keep a set of some sort of beads with you at all times, in your car, your purse and by your bead. Stop for a minute, pick up your beads, and as you touch each bead, breathe, and say a 1-3 word affirmation or prayer. You will be surprised how calming this practice can become. When some one or a situation is stressing you out, make a round on some form of beads, repeating your own affirmation with each bead, and you will experience a sense of power and detachment from the source of anxiety. Most major religions and cultures since the beginning of humankind have used beads as a spiritual practice. Touching the beads, breathing and focusing creates immediate calm.

7. PRAYER: Research reveals that praying can not only boost our health and reduces stress, but also benefits the health of those we pray for. Prayer is a very individual practice. You can pray in silence, with words, with song, with a book, alone or in a group. Prayer is your connection with your Source, whatever that is to you.

8. JOURNALING: This practice has health benefits. Journaling reduces stress by removing the worry and thoughts racing over and over in you mind. You move these worries, concerns, hopes or dreams out of your body onto the paper. Journaling is very therapeutic, healing and rewarding to the individual.

9. WATER: Water has been used since the dawn of humankind for reduction of stress. We are composed mostly of water; we were created in our mother’s womb in water. Water is our connection to life itself. Take long warm showers or a glorious long bath. Schedule a regular time to soak in the tub. Aromatherapy is very powerful for relaxation. Pick soaps and bath salts with the most relaxing smell to you. Light candles around the tub. This is one of the most powerful ways to relax and come home to your mind, body and soul.

10. AFFIRMATIONS: How your thoughts work. Research tells us every thought and emotion we have creates a chemical release into our bodies. The Indo-US Nuclear Deal

Introduction
In August 2007, India and the United States reached a bilateral agreement on civilian nuclear cooperation as envisioned in the joint statement released by President Bush and Indian Prime Minister Manmohan Singh on July 18, 2005. The deal, which marks a notable warming of U.S.-India relations, would lift the U.S. moratorium on nuclear trade with India, provide U.S. assistance to India's civilian nuclear energy program, and expand U.S.-Indian cooperation in energy and satellite technology. But critics in the United States say the deal fundamentally reverses half a century of U.S. nonproliferation efforts, undermine attempts to prevent states like Iran and North Korea from acquiring nuclear weapons, and potentially contribute to a nuclear arms race in Asia. “It's an unprecedented deal for India,” says Charles D. Ferguson, science and technology fellow at the Council on Foreign Relations. “If you look at the three countries outside the Nuclear Non-Proliferation Treaty (NPT)—Israel, India, and Pakistan—this stands to be a unique deal.”


What are the terms of the deal?
The details of the deal include the following:
India agrees to allow inspectors from the International Atomic Energy Association (IAEA), the United Nations' nuclear watchdog group, access to its civilian nuclear program. But India would decide which of its many nuclear facilities to classify as civilian. By March 2006, India promised to place fourteen of its twenty-two power reactors under IAEA safeguards permanently. India also promised that all future civilian thermal and breeder reactors shall be placed under IAEA safeguards permanently. Teresita Schaffer, director of the South Asia program at the Center for Strategic and International Studies, says these will now include domestically built plants, which India has not been willing to safeguard before now. Military facilities—and stockpiles of nuclear fuel that India has produced up to now—will be exempt from inspections or safeguards.
India commits to signing an Additional Protocol (PDF)—which allows more intrusive IAEA inspections—or its civilian facilities.
India agrees to continue its moratorium on nuclear weapons testing.
India commits to strengthening the security of its nuclear arsenals.
India works toward negotiating a Fissile Material Cutoff Treaty (FMCT) with the United States banning the production of fissile material for weapons purposes.India agrees to prevent the spread of enrichment and reprocessing technologies to states that don't possess them and to support international nonproliferation efforts.
U.S. companies will be allowed to build nuclear reactors in India and provide nuclear fuel for its civilian energy program.


What kind of technology would India receive in return?
India would be eligible to buy U.S. dual-use nuclear technology, including materials and equipment that could be used to enrich uranium or reprocess plutonium, potentially creating the material for nuclear bombs. It would also receive imported fuel for its nuclear reactors.


What do proponents say about the deal?
Proponents of the agreement argue it will bring India closer to the United States at a time when the two countries are forging a strategic relationship to pursue their common interests in fighting terrorism, spreading democracy, and preventing the domination of Asia by any single power. Ashley Tellis of the Carnegie Endowment for International Peace—currently serving as an adviser to the State Department on Indian affairs—says in congressional testimony that the deal recognizes this growing relationship by engaging India, which has proven it is not a nuclear proliferation risk. Other experts say the deal lays out the requirements for India to be recognized as a responsible steward of nuclear power. "This is part of a process of making India a more durable and reliable nuclear partner," Schaffer says. Other experts say the deal:
Would encourage India to accept international safeguards on facilities it has not allowed to be inspected before. This is a major step, experts say, because the existing nonproliferation regime has failed either to force India to give up its nuclear weapons or make it accept international inspections and restrictions on its nuclear facilities. "President Bush's bilateral deal correctly recognizes that it is far better for the nonproliferation community if India works with it rather than against it," writes Seema Gahlaut of the University of Georgia's Center for International Trade and Security in a CSIS policy brief. IAEA Director-General Mohammed ElBaradei has strongly endorsed the deal, calling it a pragmatic way to bring India into the nonproliferation community.
Recognizes India's history of imposing voluntary safeguards on its nuclear program. Proponents of the deal say India has an excellent record of setting credible safeguards on its nuclear program for the last thirty years. After the safeguards on the U.S.-supplied Tarapur nuclear facility expired in 1993, for example, India voluntarily established a new agreement with the IAEA to continue the restrictions.
Recognizes that India has a good record on proliferation. Although it is not a signatory to the NPT, India has maintained strict controls on its nuclear technology and has not shared it with any other country. Proponents of the deal say this restraint shows that India, unlike its nuclear neighbor Pakistan, is committed to responsible nuclear stewardship and fighting proliferation. In May 2005 India passed a law, the WMD Act, which criminalizes the trade and brokering of sensitive technology.
Rewards India's decision to adopt similar nuclear export standards as those imposed by the Nuclear Suppliers Group (NSG). India has thus far chosen to abide by the strict export controls on nuclear technology set by the NSG, a group of forty-five nuclear-supplier states that voluntarily coordinates controls of nuclear exports to non-nuclear-weapon states. Experts say if India chose to lift these voluntary restrictions, it could easily sell its technology to far less trustworthy countries around the world. The U.S. deal would reward the Indian government for its voluntary controls and give New Delhi incentive to continue them, against the demands of Indian hardliners who question what India gets out of placing such limits on itself.
What are the objections to the agreement?
Critics call the terms of the agreement overly beneficial for India and lacking sufficient safeguards to prevent New Delhi from continuing to produce nuclear weapons. "We are going to be sending, or allowing others to send, fresh fuel to India—including yellowcake and lightly enriched uraniumt—that will free up Indian domestic sources of fuel to be solely dedicated to making many more bombs than they would otherwise have been able to make," says Henry Sokolski, executive director of the Nonproliferation Policy Education Center, a nonprofit organization dedicated to improving awareness of proliferation issues. While India has pledged that any U.S. assistance to its civilian nuclear energy program will not benefit its nuclear weapons program, experts say India could use the imported nuclear fuel to feed its civilian energy program while diverting its own nuclear fuel to weapons production. New Delhi has done similar things in the past; India claimed it was using nuclear technology for civilian purposes right up until its first nuclear weapons test in 1974. A Congressional Research Service report (PDF) on the agreement states, "There are no measures in this global partnership to restrain India's nuclear weapons program." Other objections raised by experts include:
The safeguards apply only to facilities and material manufactured by India beginning when the agreement was reached. It doesn't cover the fissile material produced by India over the last several decades of nuclear activity. The CRS report says, "A significant question is how India, in the absence of full-scope safeguards, can provide adequate confidence that U.S. peaceful nuclear technology will not be diverted to nuclear weapons purposes."
The deal does not require India to cap or limit its fissile material production. This comes at a time when nearly all the major nuclear powers—including the United States, France, Britain, and Russia—are moving to limit their production.
It does not require India to restrict the number of nuclear weapons it plans to produce.
There are far more cost-efficient ways to improve India's energy and technology sectors. These could include making India's existing electricity grid more efficient, restructuring the country's coal industry, and expanding the use of renewable energy sources, Sokolski said in congressional testimony. All these steps would involve much less dangerous transfers of technology that would not be dual-use, and therefore not convertible to nuclear weapons production.
The agreement was rushed and takes unnecessary risks without adequate preparation or expert review. The agreement "appears to have been formulated without a comprehensive high-level review of its potential impact on nonproliferation, the significant engagement of many of the government's most senior nonproliferation experts, or a clear plan for achieving its implementation," writes William C. Potter, director of the Center for Nonproliferation Studies at the Monterey Institute of International Studies, in Nonproliferation Review. "Indeed, it bears all the signs of a top-down administrative directive specifically designed to circumvent the interagency review process and to minimize input from any remnants of the traditional 'nonproliferation lobby.'"


Who needs to approve the agreement?
The final terms of the nuclear deal need approval from several sources before they can be implemented. The bodies required to approve the deal include:
IAEA. India has to sign a safeguards agreement with the IAEA under which all nuclear material and equipment transferred to it by the United States as a part of this deal shall be subject to safeguards. The Board of Governors of the IAEA has to approve this India-specific safeguards agreement. In Febuary 2008, Indian negotiators and IAEA officials met in Vienna discuss their differences and complete the agreement.
India's Parliament. The deal is controversial in India, with many parliamentarians arguing it will limit India's sovereignty and hurt its security. Some Indian nuclear experts are protesting what they see as excessive U.S. participation in deciding which of India's nuclear facilities to define as civilian, and open to international inspections under the plan.
The Nuclear Suppliers Group. The NSG tries to restrict the spread of nuclear technology that could be used in weapons programs through export controls. The United States will try to convince the group to make an exception for India, which may be a difficult case to make when the United States is simultaneously trying to prevent Iran and North Korea from gaining similar access to nuclear fuel and technology.
Congress. Under the U.S. Atomic Energy Act, which regulates the trade of nuclear material, congressional approval is needed to pass the exemptions to U.S. laws required for the nuclear deal to be implemented. Members of Congress are showing resistance, with some calling for India to commit to strict limits on its nuclear weapons program before the deal goes through. "Congress needs to address the many troubling questions raised by this deal before it considers changing longstanding nonproliferation laws," David Albright, president of the Institute for Science and International Security, said in congressional testimony (PDF) in October 2005.


What effect will the U.S.-India deal have on the NPT?
It could gut the agreement, experts say. Article 1 of the treaty says nations that possess nuclear weapons agree not to help states that do not possess weapons to acquire them. Albright says that without additional measures to ensure a real barrier exists between India's military and civilian nuclear programs, the agreement "could pose serious risks to the security of the United States" by potentially allowing Indian companies to proliferate banned nuclear technology around the world. In addition, it could lead other suppliers—including Russia and China—to bend the international rules so they can sell their own nuclear technology to other countries, some of them hostile to the United States. On the other hand, experts like Gahlaut argue the NPT was already failing in its mission to prevent proliferation. She says many countries—including North Korea, Libya, Iran, and Iraq—have cheated while being signatories of the NPT.


What role does China play in the U.S.-Indian nuclear deal?
It is a motivating factor in the deal, some experts say. China's rise in the region is prompting the United States to seek a strategic relationship with India. "The United States is trying to cement its relationship with the world's largest democracy in order to counterbalance China," Ferguson says. The Bush administration is "hoping that latching onto India as the rising star of Asia could help them handle China," Sokolski says. But other experts say the growing economic relationship between China and India is so critical to New Delhi that its interests in China cannot be threatened or replaced by any agreement with the United States. Indians "have no interest whatsoever in trying to contain China because they believe this could be a self-fulfilling prophesy, and their whole policy is to seek the best possible relationship with China," Robert Blackwill, a former U.S. ambassador to India, said at a Council meeting February 23. Other experts worry U.S. nuclear aid to India could foster a dangerous nuclear rivalry between India and China. Though India has a strong interest in building economic relations with China, New Delhi is still wary of China's military rise in the region.


What effect will the deal have on U.S. and Indian relations with Pakistan?
Pakistan's President Pervez Musharraf, who has suffered fierce criticism at home—and survived two assassination attempts—or his strong alliance with the United States since 9/11, has not received a similar deal on nuclear energy from Washington. Some experts say this apparent U.S. favoritism toward India could increase the nuclear rivalry between the intensely competitive nations, and potentially raise tensions in the already dangerous region. "My impression is that [the Pakistanis] are worried this will feed the Indian nuclear weapons program and therefore weaken deterrence," Blackwill said. Other experts say the two countries, both admittedly now nuclear, could be forced to deal more cautiously with each other. Pakistan is already a proliferation risk: Pakistani nuclear scientist A.Q. Khan's illicit nuclear network, revealed in 2004, shocked the world with its brazen trade of nuclear technology. Some experts worry the U.S.-India deal could prompt Pakistan to go elsewhere for similar terms.


What’s the history of India’s nuclear program?
In the 1950s, the United States helped India develop nuclear energy under the Atoms for Peace program. The United States built a nuclear reactor for India, provided nuclear fuel for a time, and allowed Indian scientists study at U.S. nuclear laboratories. In 1968, India refused to sign the NPT, claiming it was biased. In 1974, India tested its first nuclear bomb, showing it could develop nuclear weapons with technology transferred for peaceful purposes. As a result, the United States isolated India for twenty-five years, refusing nuclear cooperation and trying to convince other countries to do the same. But since 2000, the United States has moved to build a "strategic partnership" with India, increasing cooperation in fields including spaceflight, satellite technology, and missile defense.
